The Rules have Changed... You Dunno Meh?


Re: Limits on sale of flats to PRs

Many rules have changed recently because of the SC vs PR vs FW/T debates.

Instead on reporting on the changes only, can someone put up a snapshot of ALL the HDB Flat ownership rules? So that potential flat buyers are clear of the current game?

Best in the form of a table (see example below)...


In fact, such a table can be used for evaluation of all aspects of life in Singapore, such as health/life care, taxes, education/scholarship opportunities, home/property ownership, job opportunities, baby bonus, transport options, sports opportunities etc.

I am trying to decide whether to be very surprised if there is/isn't already a master chart done up in PMO or NPS.

Serving the Public Well

In fact, it is high time that SINGOV considers re-arranging itself to be more 'client-facing', rather than by 'business units' only. There should be segregation between those who are subject-experts vs audience-experts, and not assume that both roles can be handled professionally by the same officer. In general, subject-experts are highly valued in SINGOV, but not audience-experts. Officers who face and touch the mass-clients are usually not high-ranking officers. The exception is for economic value-generating arms of SINGOV such as Economic Development Board - Officers are arranged according to industries, each targeting and managing relationships with coveted MNCs. But such arrangements are not available for mass-clients, which are the majority of SINGOV's target audience.

The segregation of subject-experts vs audience-expert is evident in highly rationalised organisations such as the banks, where the front office deals with clients (from low-value to high-value) directly, supported by subject-experts and an army of back office implementors. While this system may not be perfect, but it's the standard of today. People want to deal with people. People need to understand people in their context. 'Audience-experts' does not refer to counter-staff, but also public comms people, engagement officers etc.

It's high time for SINGOV to update its operating model, especially when its clients are becoming more conscious and getting more vocal. The Public Service must include the Public. And there are many different segments in the Public, each with different concerns and needs, not to be glossed over in broad strokes. Maybe when the next Head of Civil Service takes over? Maybe?

And remember to stitch it all together with clever use of technology... such as DiSCiP. =)
